Ability Name: mo-otp/update-country-restrictions

Purpose: Change allowed/blocked countries.

Description: Updates which countries can receive OTPs.

Trigger Conditions:

• "Only allow OTPs for India"
• "Block OTPs to Russia"

Input: Country restriction rules.
